  • Purpose and Scope

    During before and afterschool hours extended learning programs, organizes, coordinates, and supervises the Extended Learning Opportunity Program (ELOP) after-school program.  Develops daily programming and routines in collaboration with the ELOP Site Leader to standardize processes used at their designated school site, including activities and the safety and well-being of all children while on school site grounds.  In collaboration with the ELOP Site Leader oversees the collection of program fees and ELOP webpage data entry.  Ensures program compliance with all applicable District policies and procedures, state and federal laws and regulations, and standards of quality and safety.  Establishes processes to maintain program records.  

    Essential Job Functions

    1. During, before and afterschool hours ELOP, organizes, coordinates and supervises the Extended Learning Opportunity Programs (ELOP) for students at an assigned site in accordance with the Tennessee State Department of Education standards of School-Administered Child Care (Chapter 0520-12-01) and the public extended day outline.
    2. Ensures program compliance with all applicable District policies and procedures, state and federal laws and regulations, and standards of quality programming and safety. Interprets policies, procedures, laws and regulations for staff and parents as necessary. 
    3. Supervises ELOP staffs and makes recommendations for staff selection, evaluation, discipline and terminations to ELOP Manager.
    4. Develops activities for implementation at school site. Develops procedures to ensure the safety and well-being of all children while on school site grounds.
    5. Develops age-appropriate programs and activities for students in grades PreK-12 including literacy enrichment, instructional interventions, homework assistance, meal time, recreational and structured play and organizes special events.
    6. Implements improvements to enhance services, to achieve goals and to ensure compliance.
    7. Maintains financial records and creates reports as required.
    8. Ensures the maintenance of accurate and complete student records at school sites.
    9. Performs general administrative work as required including entering and retrieving computer data, preparing reports and correspondence, copying and filing documents, sending and retrieving faxes and emails, answering the telephone and ordering supplies.
    10. Performs other related duties as assigned or directed

    Minimum Qualifications

    A program Site Supervisor shall be at least twenty-one (21) years of age if hired after June 30, 2017 and shall meet at least one (1) of the minimum qualifications listed below:

     

    Education level

    Minimum experience required

    Graduation from an accredited four-year (4 year) college.

    One (1) year of full-time experience in a group setting. Experience may be paid or unpaid. (2 years school-age care experience = 1 year full-time experience)

    Sixty (60) semester hours of college training, with at least thirty (30) hours of which shall be in business or management, child or youth development, early childhood education or related field.

    Two (2) years of full-time experience in a group setting. Experience may be paid or unpaid. (2 years school-age care experience = 1 year full-time experience)

    High school diploma (or equivalent), and Tennessee Early Childhood Training Alliance (TECTA) certificate for completing thirty (30) clock hours of orientation training, or the equivalent as recognized by the Department.

    Four (4) years of full-time experience in a group setting. Experience may be paid or unpaid. (2 years school-age care experience = 1 year full-time experience)

    Has been continuously employed as an on-site program director or child care agency owner since July 1, 2000.

    Within the first thirty (30) days of employment by a program, a director shall complete an orientation provided by the Department of Education.

    Knowledge, Skills, and Abilities

    • Basic knowledge of child growth and development, instructional procedures and practices applicable to students in PreK-12, and policies of the District
    • Knowledge of age appropriate activities for children in PreK-12 grades
    • Ability to supervise and evaluate the work of staff
    • Ability to develop instructional plans for implementation at the school sites including homework, arts or crafts, computer skills and special events
    • Ability to develop procedures to redirect inappropriate student behavior and effective techniques to ensure the safety and well-being of all children
    • Ability to handle budgets and finances for the all the school sites
    • Ability to develop and maintain effective working relationships with students, parent, District staff and general public.  Ability to communicate effectively, both orally and in writing.
    • Ability to manage daily tasks without losing sight of long-term goals.
    • Ability to operate a computer and use appropriate software and peripheral office equipment
    • Ability to follow written and oral instructions and to perform all required task.  Ability to coordinate multiple priorities

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

     

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
