  • Purpose and Scope

    During before and afterschool hours extended learning programs only at programs with enrollment in access of 75 students in either the before school or afterschool program; this does NOT apply to a cumulative enrollment total for before and afterschool; assists the ELOP Supervisor in leading the Extended Learning Opportunity Program (ELOP) program for students in PreK – 12 at assigned school site.  Leads site staff.  Collaborates with the ELOP Program Supervisor to schedule, assign, and train site staff.  Collaborates with ELOP Program Supervisor to develop activities and programs.  Schedules site activities and follows procedures to ensure the safety and well-being of all children while on school site grounds.  Collects and safeguards program fees.  Complies with all applicable District policies and procedures, state and federal laws and regulations, and standards of quality and safety.  Maintains program records at assigned school site and created reports. 

    Essential Job Functions

    1. During before and afterschool hours, heads the Extended Learning Opportunity Program (ELOP) program for students in PreK – 12 at assigned school site in accordance with the Tennessee State Department of Education standards of School-Administered Child Care (Chapter 0520-12-01) and the public extended day outline.
    2. Complies with all applicable District policies and procedures, state and federal laws and regulations, and standards of quality and safety. Explains policies, procedures, laws and regulations to staff and parents when necessary. 
    3. Assists the Site Supervisor in leading site staff. Schedules, assigns, and trains site staff.  Makes recommendations for staff selection, evaluation, discipline and terminations to ELOP Program Supervisor.
    4. Collaborates with ELOP Program Supervisor to develop activities and programs. Schedules age-appropriate programs and activities for students in grades PreK – 12 including literacy enrichment, instructional interventions, homework assistance, meal time, recreational and structured play and organizes special events.
    5. Follows procedures to ensure the safety and well-being of all children while on school site grounds.
    6. Makes recommendations for program effectiveness and efficiency. Makes suggestions for improvements to enhance services, to achieve goals and to ensure compliance.
    7. Collects, receipts and processes program tuition and other fees at assigned school sites. Creates financial records and reports as required.
    8. Maintains program records. Ensures accurate and complete student records at assigned school site.  Records daily attendance.
    9. Prepares records and reports as required by the school, District and/or other agencies.
    10. Performs general administrative work including entering and retrieving computer data, preparing reports and correspondence, copying and filing documents, sending and retrieving faxes and emails, answering the telephone and ordering supplies.
    11. Performs other related duties asassigned or directed
    12. May serve as supervisor in the absence of the ELOP Site Supervisor – Summer School.

    Minimum Qualifications

    A program Site Leader shall be at least twenty-one (21) years of age if hired after June 30, 2017 and shall meet at least one (1) of the minimum qualifications listed below:

     

    Education level

    Minimum experience required

    Sixty (60) semester hours of college training, with at least thirty (30) hours of which shall be in business or management, child or youth development, early childhood education or related field.

    Two (2) years of full-time experience in a group setting. Experience may be paid or unpaid. (2 years school-age care experience = 1 year full-time experience)

    High school diploma (or equivalent), and Tennessee Early Childhood Training Alliance (TECTA) certificate for completing thirty (30) clock hours of orientation training, or the equivalent as recognized by the Department.

    Four (4) years of full-time experience in a group setting. Experience may be paid or unpaid. (2 years school-age care experience = 1 year full-time experience)

    Has been continuously employed as an on-site program director or child care agency owner since July 1, 2000.

    Within the first thirty (30) days of employment by a program, a director shall complete an orientation provided by the Department of Education.

    Knowledge, Skills, and Abilities

    • Basic knowledge of child growth and development, instructional procedures and practices applicable to students in PreK - 12, and policies of the District
    • Knowledge of age appropriate activities for children in PreK – 12 grades
    • Ability to plan, guide and assess the work of staff
    • Ability to lead staff to implement instructional plans including homework, arts or crafts, computer skills and special events
    • Ability to redirect inappropriate student behavior and guide staff in effective techniques to ensure the safety and well-being of all children
    • Ability to handle finances for the site
    • Ability to develop and maintain effective working relationships with students, parent, District staff, and general public.  Ability to communicate effectively, both orally and in writing. 
    • Ability to coordinate multiple priorities
    • Ability to operate a computer and use appropriate software and peripheral office equipment
    • Ability to follow written and oral instructions and to perform all required task

    Physical Requirements and Working Environment

    Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment; must be able to use hands and fingers

    Unavoidable Hazards:  The position is exposed to no unusual environmental hazards.

     

    Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
