Purpose and Scope
The ELOP Program Compliance Monitor ensures compliance of the Extended Learning Opportunities and Programs (ELOP) operational procedures, processes and policies as related to the policies and procedures of the National Afterschool Association Standards, Shelby County School District Policies, 21st CCLC/LEAPs grant requirements, and Child and Adult Care Food Program (CACFP). Monitors will periodically conduct on-site visits to analyze the effectiveness of compliance and quality of ELOP programming. Monitors will recommend necessary revisions or implementation of processes, reports, and/or plan of actions to ensure compliance with internal and regulatory guidelines of programs.
Essential Job Functions
1.Knowledgeable of National Afterschool Alliance Quality Programming Standards to monitor compliance of district, state, and federal regulations.2.Conduct assigned, on-site coordinated compliance monitoring reviews to determine adherence to district, state, and federal regulations for each program site; a.Review records of claiming patterns and problems identified at previous visits.b.Document the content of the entire review and if corrective action is identified, document and create a plan for follow up actions.c.Monitor and/or assist with assessments of student needs including academics, social, career interests, life skills, mental health, and safety.d.Follows ELOP review schedule and ensures all reviews are done in compliance with District, State and, Federal time frames.3.Collect and analyze information/data obtained during the on-site reviews; Prepare and submit accurate and timely reports related to monitoring and field activities.4.Recommend and manage compliance strategies appropriately to help programs achieve ELOP SMART goals.5.Effectively communicate program compliance goals to staff as well as the status of all ELOP quality programming initiatives.6.Frequent travel to ELOP program sites for compliance audits/reviews.7.Abides by all safety work regulations and actively participates in the appropriate professional development opportunities.8.Completes all aspects of the on-site review in accordance with CACFP guidelines:a.Meal patterns and serving timesb.Meal componentsc.Meal countsd.Menu review and paperwork documentation (Attendance and Menu Meal)e.Enrollment verification9.Ensures foods are prepared and served following food safety guidelines and quality standards; Menu concerns are documented in CACFP file/MM, and in consultant notebook for follow-up.10.All other responsibilities as required.
Graduation from an accredited two-year college or institute with an Associate's degree, a minimum of two years in direct social services experience in federal, state, and district programs as well as a minimum of one year in compliance monitoring or other related fields. Work experience in preparing extensive and detailed technical reports, graduation from an accredited four-year college or university and work experience with Monitoring quality before/afterschool program preferred.
Knowledge, Skills, and Abilities
- Effective verbal and written communication and human relations skills.
- Proficiency in operating a computer with Microsoft Office suite of applications, with emphasis in Word, Excel, Outlook, PowerPoint and e-mail usage.
